Plans were first submitted for the 60,000 square-foot building, in Washington Street, Deane, back in 2013.
It was proposed the building would be turned into a wedding venue, banqueting suite and function hall.
The development will incorporate a restaurant and bar, VIP restaurant and roof terrace.It is now understood the site would also include a retail outlet.
The Rapid team were employed to install floors to his venue back in 2015.

Update: Amir Khan has pledged to give his £5m wedding venue in Bolton to the NHS to help those affected by the coronavirus. The 33-year-old said he is prepared to offer up the four-story building as he is “aware of how difficult it is for the public to get a hospital bed at this time”.
In a post, Amir said: “I am aware of how difficult it is for the public to get a hospital bed in this tragic time.
“I am prepared to give my 60,000 square foot 4 story building which is due to be a wedding hall and retail outlet to the @NHSuk to help people affected by the coronavirus.
